Engineering Technician II (CADD) - Rocky Mount, NC

JOB REQUIREMENTS:
  • Prepares preliminary engineering plans for streets, water, sanitary sewer, storm sewer, facility/site improvements, and annexations; prepares maps and sketches using computer-aided drafting, standard drafting, and GIS tools.
  • Conducts or assists in preliminary reviews of construction plans and site specifications to ensure compliance with prescribed standards; assists in the preparation of materials lists and costs estimates as needed.
  • Assists engineers in the development of plans for sewers, water mains, street improvements, drainage improvements, easements, and other projects by collecting field data, using survey notes, and interpreting drawings or sketches.
  • Maintains the department's database and filing systems for existing and new construction plans, plats, easements, and other relevant documents; scans approved projects and plats for easy retrieval.
  • Maintains the City's standard engineering construction details for streets, sediment & erosion control, sanitary sewer, water, storm drainage, traffic, and general construction.
  • Performs other related duties as assigned.
KNOWLEDGE REQUIREMENTS:
MINIMUM QUALIFICATIONS:
  • Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education. Associate's or Bachelor's degree is preferred.
  • Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years. • Possession of a valid driver's license with an active and consecutive 3-year verifiable driving history OR at least 2 yeas of driving history and completion of an 8-hour NC approved driving course. Driving history will be checked. (Must be able to be licensed in the State of North Carolina)

SUPERVISORY CONTROLS: The Assistant City Engineer – Water Resources assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES: Guidelines include specifications manuals, NCDOT standards, and other local, state, and federal regulations. These guidelines require judgment, selection, and interpretation in application.

COMPLEXITY: The work consists of varied technical duties. Strict deadlines and frequent interruptions contribute to the complexity of the position.

SCOPE AND EFFECT: The purpose of this position is to perform GIS and CADD related duties in support of department operations. Success in this position contributes to the efficiency of department operations.

PERSONAL CONTACTS: Contacts are typically with developers, contractors, property owners, and members of the general public.

PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, and provide services.

PHYSICAL DEMANDS: The work is typically performed while intermittently sitting, standing, or stooping. The employee occasionally lifts light or heavy objects.

WORK ENVIRONMENT: The work is typically performed in an office with the occasional field site visit.

Position Title: Engineering Technician I

Salary: Grade 27 - $40,723.22 - $69,229.48

Description of Duties: 
Performs skilled computer-aided mapping and surveying and performs record keeping as it relates to municipal engineering; does related work as required. Produces and maintains municipal maps and records. Assists the City Surveyor in performing various surveys such as property, topographic, and construction surveys. Reviews subdivision plats, street construction plans, and building permits for compliance with specific municipal ordinances. Department work is directed by the city engineer. 

Responsibilities:
Maintains computer and hardcopy maps and lists relating to water, sanitary sewer, storm sewer, floodplain, city limits, street lights, cemetery, zoning, easements, and others; assists in surveying by running instruments, taking field notes, computing closure, pulling chain, holding rod, driving stakes; operates GPS equipment, total station, data collector, automatic level, plotter, distance measuring instrument; makes lettering and graphic illustrations of signs, charts, graphs, and diagrams; locates city cemetery plots; orders department office supplies; provides information and responds to requests from public and private agencies including other city departments and the general public.

Knowledge, Skills And Abilities: 
Extensive knowledge of computer-aided mapping, land surveying, and related software and equipment; knowledge of spreadsheet and word processing software; ability to establish and maintain effective working relationships. Knowledge of AutoCAD Civil 3D and Topcon equipment and software preferred. 

Physical Requirements: 
Work in this class is medium and requires good physical endurance.  Physical activity will include but is not limited to stooping, kneeling, crouching, crawling, reaching, standing, walking, fingering, grasping, and speaking normally.  The employee is subject to both inside and outside environmental conditions including extreme heat and cold; traffic and construction site hazards; and may be exposed to atmospheric conditions that affect the respiratory system such as fumes and dust.  The employee must have the visual acuity to prepare and analyze data and figures, read a computer terminal, and use fine measurement devices.

Desirable Education and Experience: 
Graduation from high school; any combination of education and experience equivalent to an associate degree in surveying, engineering, or drafting; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.  

Special Requirements: 
North Carolina Driver License.  Must possess certification as a Surveyor Intern (SI) or be eligible to sit for and obtain such certification from the North Carolina Board of Examiners for Engineers and Surveyors within six month probationary period.

REQUIRED EXPERIENCE:  3 to 5 years

BASIC QUALIFICATIONS:  Two-year Associate’s degree in Engineering Technology or AutoCAD drafting.  3-5 years’ land development work, water and sewer experience preferred, entry level considered.  

REQUIRED QUALIFICATIONS:  Experience with AutoCAD, CAD standards and Excel. 

Duties include, but are not limited to:  Development of master plan/infrastructure schematic and detailed technical drawings from sketches.  To assist with the design of water and sewer mains, mass grading, roadway vertical design, erosion control, permit submittals and storm drainage.  Plan/Profile drawings and utility conflict resolution.  Plan production is a critical role of this position. Assist with the creation of utility enabling packages in conjunction with mechanical utilities.  Candidates should be prepared to provide work samples.

Survey Assistant Project Manager:

Responsibilities:

  • Assist with all aspects of a surveying and geomatics group (field and office) consisting of field crews and supporting technical staff involved with public and private sector land improvement projects.
  • Be in contact with key personnel and officials of organizations and companies.
  • Plan, organize and supervise survey crews, technicians and other staff members.
  • Assist with contracts and managing projects.
  • Interpret, organize, execute and coordinate assignments, with help of PM. 
  • Schedule and assign work to meet completion date.
  • Assist in planning and development surveying projects with unique or controversial problems.
  • Explore subject area, investigate and develop novel concepts and approaches.

Qualifications:
Licensure as a Professional Land Surveyor preferred.  Licensure must be obtained within 2 years of employment.  5 or more years of progressive experience in surveying, from field and into office, required. Candidate will be expected to possess strong self-motivational and organizational skills, experience with survey computations and platting using Trimble Business Center, AutoCAD Civil 3D, and ArcGIS as well as extensive field experience. Computer skills involve survey data management using Trimble or Android devices. Experience with Microsoft Excel, Microsoft Access, Google Earth and IT a plus. Thorough working knowledge of GPS required.  Must pass a drug screen, background check, and have a satisfactory driving record in accordance with the company's driving (MVR) policy.

Candidate will be required to demonstrate strong self-motivational and organizational skills, experience with survey computations and platting as well as field experience. Position requires work to be performed in the office as well as the field. Experience with survey data collection, GPS receivers, and robotic total stations a requirement. MicroStation, AutoCAD Civil 3D, and Terramodel experience preferred. SUE Analyst / Locator:

ESP is looking for Senior Subsurface Utility Engineering Analyst needed in our Raleigh, NC office.  Previous experience designating utilities and performing records research required, preferably in an engineering design environment.  2 + years of field experience in utility locating preferred. Candidate will be required to demonstrate strong management and organizational skills while performing field operations both in and/or out of town. Experience with DOT projects, Heath and Radio Detection equipment, and vacuum excavation a plus.  Skills involved in the preparation/organization of field sketches & digital photographs, completion of daily checklists & timesheets, and vehicle navigation are required.  Must be able to pass a drug screen, background check, and have a satisfactory driving record in accordance with the company’s driving (MVR) policy. Position will involve some travel out of town.  This position is subject to outside environmental conditions.

Survey Crew Chief:

Immediate openings for experienced Crew Chiefs based in our Wilmington, NC office. Associates degree or higher in surveying technology, geomatics, civil engineering or related field with registration as an SIT or PLS preferred, but not required. 5+ years experience in land surveying preferred. Candidate will be required to demonstrate strong management and organizational skills while running a field crew in providing various conventional, robotic and GPS land surveying projects. Project types will include boundary, topographic, ALTA, residential, commercial, various route types and construction layout.  Position requires comprehensive knowledge of GPS surveying including static, fast static, RTK, and VRS.
