Elevation Certificate: The new FEMA Elevation Certificate (EC) was issued in July 2023 as the 2022 Edition. The initial version did not provide users with proper functionality, and a revised 2023 version of the EC was issued and required to be used on and after November 1, 2023. This module will provide an overview of the current EC and introduce the changes section by section. The instructor will also explain the correct way to complete each section. Since there are many types of construction and not all buildings fall completely within the parameters of the 11 diagrams identified by the EC, an overview of common mistakes or errors will be provided. 

Non-Encroachment Areas (NEA): “Limited detailed study” is the term given to a method of calculating the 1% annual chance flood elevations and delineating the resulting floodplain along rivers and streams. Unlike approximate methods previously used in mapping floodplains in undeveloped or sparsely developed areas, limited detailed study methods delineate the 1% annual chance floodplain and identify Base (1% annual chance) Flood Elevations (BFEs), which together are used as a basis for floodplain management. Unlike “detailed studies,” a mapped floodway is not provided on the Flood Insurance Rate Map (FIRM). However, a non-encroachment area (NEA) has been established using the floodway function in the hydraulic model and is treated as a floodway for floodplain management purposes. The results of limited detailed studies are shown in a Limited Detailed Flood Hazard Data Table in the Flood Insurance Study (FIS) and on FRIS but the NEA is not depicted on the map. This module will help you identify the NEAs and review the development requirements within those NEAs.

Coast A Zone and Limit of Moderate Wave Action (LiMWA): FEMA has documented storm damage for decades. Post-storm damage shows that even 1.5-foot waves can cause significant damage to buildings that were not built to withstand them. To highlight this risk on flood maps, FEMA developed the Limit of Moderate Wave Action (LiMWA) delineating areas where wave heights are between 1.5 and 3 feet and demarcating the inland limit of the Coastal A Zone. This module will review Coastal A and LiMWA mapping symbology and review the higher development standards required in the Coastal A zone which mirror the VE zone development standards.  

Instructors:

Steve Garrett - Steve Garrett has worked for North Carolina Emergency Management for over 20 years.  He is currently serving as the State NFIP Coordinator under the Hazard Mitigation Section.  Previously, Steve served as a planner for the former Risk Management Section of North Carolina Emergency Management, providing outreach and technical assistance for Floodplain Management and the Floodplain Mapping Program, overseeing the Memorandum of Agreement (MOA) between NCFMP and NCDOT, and managing the LOMR Review Partners Program. Prior to working with the Floodplain Mapping Program, he was a grant project manager and environmental specialist with the Hazard Mitigation Section. 

Eryn Futral - Eryn Futral began her floodplain administration career with the Town of Wrightsville Beach, NC shortly before graduating with a master’s in Environmental Studies, Coastal Management from the University of North Carolina, Wilmington.  She gained 10 years of local experience with Wrightsville Beach and the City of Wilmington responsible for planning, zoning, CAMA, and floodplain development review and permitting. In April of 2019, she joined NC Emergency Management, Risk Management as the NFIP Eastern Branch Planner. NFIP Planner duties include:

  • Provide technical assistance to local governments, citizens and professionals.
  • Conduct and participate in flood hazard awareness programs and training for local officials, emergency management personnel, civic groups, design professionals and residents who live in the SFHA.
  • Provide Floodplain Management and Flood Insurance guidance to local governments, professionals, and citizens.
  • Conduct Community Assistance visits to review the local floodplain management program and provide information and assistance where and when needed.
